This is a detailed report that compares the performance of the Bank of North Dakota to banks in other states where public banking is being considered. The term “partnership banks” is a good one because public banks “partner” with community banks to grow local economies.

Justice Rising: Public Banking Issue
Alliance for Democracy devoted the entire issue of Justice Rising to public banking in spring 2014. Although not technically a “white paper”, this booklet is very comprehensive.
